PRE-CONSTRUCTION

How a project begins lays the foundation for how it finishes. We have extensive experience in construction, working together with the customers, designers and engineering professionals. We offer a variety of preconstruction services ranging from scope development, conceptual estimating, value engineering and logistical site planning. We strive to balance the demands of budget, scope and schedule to make each job a success.

GENERAL CONTRACTING

We are committed to delivering our projects on time, within budget and in accordance with the owner’s requirements. Our staff has decades of experience on new and renovated commercial, industrial, multi-unit residential and institutional facilities including some of the most complex construction projects in the region. Our success as a general contractor is aided greatly through our strong relationships with the local subcontracting community.

DESIGN-BUILD

We are committed to a highly collaborative approach that fully engages our client and A/E designer as the project moves from programming through to the completion of construction. We are organized to allow for maximum flexibility yet retain single point responsibilities to ensure smooth project execution. Our experience in building strong relations with building owners, design professionals and subcontractors allows us to create superior teams, fully capable of implementing the most complex project.

CONSTRUCTION MANAGEMENT

We provide Construction Management to oversee the planning, design and construction of a project from its beginning to its end. The purpose of Construction Management is to control a project’s time, delivery, cost and quality. Construction Management is compatible with all project delivery systems, including Design-Build, Construction Management At-Risk, and Private Partnerships.

Tom Jarvis

Bringing over 20 years of construction experience, Tom provides oversight and leadership to all projects in development and under construction. He is actively involved in business development, contract development/management, overall project scheduling, and oversight. During the construction process, his responsibilities include owner relations, managing subcontractors, cost analysis, budget and project schedule.

Before forming Border Construction, Tom worked for 4 years as a Project Manager at a construction firm in Fargo, ND where he worked on many notable projects. He also served as a Project Manager for 5 years in Maple Grove, MN as well as 4 years in Roanoke, VA. During his time in Roanoke, Tom had the opportunity to manage a variety of high-profile government projects in and around the Washington, DC area.

Tom received his bachelor’s degree in Construction Management at North Dakota State University. He then went on to receive his master’s degree in Business Administration from Radford University in Radford, VA.

Andy Kelly

Bringing over 20 years of construction experience, Andy is responsible for assisting in the design-build process, estimating projects, receiving proposals, executing contracts, and getting the correct submittals in place. During the construction process, his responsibilities include managing subcontractors, cost coding, cost analysis, budget, and project schedule.

Andy previously worked for 13 years as a Project Manager at a construction firm in Fargo, ND. The last 5 years with that firm Andy served as the Senior Project Manager, delivering various high-profile, multi-million-dollar projects in the area. With his experience, knowledge, and expertise in the field, Andy can make a success out of any project that he undertakes.

Andy received his bachelor’s degree in Construction Management from Minnesota State University in Moorhead, MN.

Dave Bartell

With more than 25 years of experience in the construction industry, Dave is responsible for providing pre-development input of construction techniques, job-cost, oversight for value engineering, as well as establishing all final construction documents, contracts and budgets for Border Construction.

Dave brings significant financial, budgeting and leadership knowledge to his role. Before forming Border Construction, Dave worked for 19 years at a construction firm in Fargo, ND. While there, Dave served as Vice President for 5 of those years and was the Senior Estimator for 8 years. He has extensive experience and knowledge within the industry and is a master with numbers. Dave has worked on numerous notable projects during his career, ensuring that each one is a success.

Dave received his bachelor’s degree in Construction Management from Minnesota State University in Moorhead, MN.
