Border Construction began renovations on this building in 2019, which included 13 apartment units on the second floor and 6 retail commercial spaces on the first floor. The 26,600 SF building was completely gutted and remodeled, including an entire renovation of the brick storefront. The uniquely laid-out apartment units range in size and configuration, but all are designed to expose as much of the original tile and brickwork as possible. Each apartment holds unique qualities that expose the century-old character of the building. The 12-foot ceilings are beautiful, and the large windows provide a great view of downtown Detroit Lakes.

Dave Bartell

With more than 30 years of experience in the construction industry, Dave is responsible for providing pre-development input of construction techniques, job-cost, oversight for value engineering, as well as establishing all final construction documents, contracts and budgets for Border Construction.

Dave brings significant financial, budgeting and leadership knowledge to his role. Before forming Border Construction, Dave worked for 19 years at a construction firm in Fargo, ND. While there, Dave served as Vice President for 5 of those years and was the Senior Estimator for 8 years. He has extensive experience and knowledge within the industry and is a master with numbers. Dave has worked on numerous notable projects during his career, ensuring that each one is a success.

Dave received his bachelor’s degree in Construction Management from Minnesota State University in Moorhead, MN.

Andy Kelly

Bringing over 25 years of construction experience, Andy is responsible for assisting in the design-build process, estimating projects, receiving proposals, executing contracts, and getting the correct submittals in place. During the construction process, his responsibilities include managing subcontractors, cost coding, cost analysis, budget, and project schedule.

Andy previously worked for 13 years as a Project Manager at a construction firm in Fargo, ND. The last 5 years with that firm Andy served as the Senior Project Manager, delivering various high-profile, multi-million-dollar projects in the area. With his experience, knowledge, and expertise in the field, Andy can make a success out of any project that he undertakes.

Andy received his bachelor’s degree in Construction Management from Minnesota State University in Moorhead, MN.

Tom Jarvis

Bringing over 25 years of construction experience, Tom provides oversight and leadership to all projects in development and under construction. He is actively involved in business development, contract development/management, overall project scheduling, and oversight.  During the construction process, his responsibilities include owner relations, managing subcontractors, cost analysis, budget and project schedule.

Before forming Border Construction, Tom worked for 4 years as a Project Manager at a construction firm in Fargo, ND where he worked on many notable projects. He also served as a Project Manager for 5 years in Maple Grove, MN as well as 4 years in Roanoke, VA.  During his time in Roanoke, Tom had the opportunity to manage a variety of high-profile government projects in and around the Washington, DC area.

Tom received his bachelor’s degree in Construction Management at North Dakota State University. He then went on to receive his master’s degree in Business Administration from Radford University in Radford, VA.
